In order to meet the needs of clients (and more specifically Local Government) to effectively manage assets, Global Image developed PAPYRUS - an Integrated Spatial Management Information System:

The aim of the PAPYRUS product is to enable Local Authorities to access information from different departments. These departments include the Town Planning-, Building Control-, Engineering; Health and Treasury departments. All systems are Geographical Information System (GIS) based and developed on central servers, enabling the user to access data and GIS maps from an Intranet platform.
In order to assist Local Governments to manage and access data effectively, PAPYRUS consists of the following modules in 
  • Property Module - access property data; financial data; deeds data; Town Planning data (such as zoning, land use, Town Planning applications); a GIS map and all documents related to a property.
  • Entity Module - manage a database of all Private- and Business clients to the Local Authority.
  • Town Planning Module - manage and track Town Planning related applications such as resonings, consent uses, title deed restricts and consent uses.
  • Geographical Information System (GIS) viewer module - based on Open Source Software (OSS) or Proprietary software such as ESRI ArcGIS technologies, users can view and access maps such as property; engineering services (water; sanitation or storm water); debtors (current, 30, 60, 90 day) and environmental spatial data.
  • Documents module - any type of document such as images, correspondence in the form of word processing, spreadsheets or video can be linked and accessed to a property.
  • Health Services module - capture, manage and report on Health services facilities including: Water sample points; Dairy sites; Food processing sites and Medical waste sites.
  • Management Reporting module - Management reports are generated based on the various modules available within PAPYRUS.
  • Administration module - Administrators of the system can create and edit users; user names; passwords; e-mail addresses and contact details. In addition, access to modules by users can be managed, to ensure that sensitive data are not displayed to unauthorised users.
